OPEN FOR ALL PLANNING UPDATE

At a Liverpool Council planning committee meeting on April 12th, All Saints Childwall was granted planning approval for the demolition of the scout hut and the modernising of the existing church hall. The Liverpool Council planning committee have asked for more time to consider the building of the church extension.

Whilst we are disappointed that the church extension was not approved at this meeting, we are happy that the planning committee recognises the benefits that we can bring to the community with the demolition of the scout hut and modernisation of the church hall, which is part of the whole development project entitled: ‘Open for All’.

This title encapsulates a primary purpose of the proposed development: to welcome all people of all ages into all of our buildings more often and more easily. We want to do so because we recognise that a key Christian value is that of hospitality to all.

In moving ahead with this project, we are acting with sensitivity and respect.  There have been many and widespread consultations on the most appropriate shape and scope for the site and buildings, and information has been made widely available. This is especially with regard to the proposed addition of a discreet yet complimentary new extension to the beautiful Grade 1 Listed Parish Church and churchyard.

We have responded positively to suggestions and concerns throughout the consultation process and have sought to impact minimally on the interior of the Parish Church and the churchyard. The foundations of the extension mean that there should be no need for any exhumations at all. However, national guidelines will be adhered to should any remains need to be sympathetically relocated to another part of the churchyard, though this is not anticipated.

It is because of the way we have worked up the development proposal that we have received such a warm endorsement from English Heritage. In their report, they state that in their view the discreet new extension ‘has been sensitively located in the most recent part of the church’ and has resulted in ‘avoiding an internal reordering in a sensitive interior’. They conclude that the ‘benefits of the added uses’ incorporated within the Church extension ‘outweighs the possible impact the extension will have on the setting of the church and its historic fabric’.

The new Church extension would provide essential facilities for both Sunday and mid-week activities, including a welcoming, open vestibule, providing ease of access by the same entrance for all users of the Parish Church, along with a large, bright gathering space; Toilet and baby changing facilities in a heavily used building where there are presently none ; Two flexible meeting rooms, enabling crèche facilities when required; A small servery for refreshments after worship and for meetings; A secure yet visible vestry/office for the Vicar.

The church sits within a part of South Liverpool in which there are few community buildings. The new facility will be ‘Open to All’ age groups and will be an invaluable asset in creating and sustaining community for the benefit of all.

We have remained completely open throughout the process and all of the information on the proposals can be found at the parish website: http://www.allsaintschildwall.org.uk/ministries/all-grow/development-plans/

We look forward to the planning committee’s decision on the church extension in June.
